A Special Permit is requested under Section 270-7.4B. The owner wants to add a 28’ x 16’ shed (448 sq ft) The existing 150 sq ft shed will be removed. The Middleborough Select Board will hold a public hearing in the Select Board Meeting Room Town Hall, 10 Nickerson Avenue, Middleborough, MA on Monday, July 20, 2026 at 7:30 PM, for the purpose of discussing an application filed by Brandon Barry, Merrill Engineering and Land Surveyors for a Special Permit under the Water Resource Protection District By-Law to allow for work within the 25’ buffer to a wetland resource area to allow for wetland replication and buffer area mitigation in conjunction with the construction of a new 40,900 s.f. concrete manufacturing building. The property is located at 18 Cowan Drive in the General Use X (GUX) Zoning District and the Water Resource Protection District (WRPD) Zone 4. This is shown on Assessors Map 103, Lot 4989. Anyone wishing to be heard on this matter should appear at the time and place designated.

NOTICE OF PUBLIC HEARING
The LAKEVILLE PLANNING BOARD will conduct a public hearing pursuant to MASS GENERAL LAWS CHAPTER 41, SECTION 81T on THURSDAY, July 9, 2026, at 6:30 PM at the Lakeville Police Station, 323 Bedford Street, to consider the application of L & B Realty Trust for a Modification to an approved Definitive Plan for a two (2) lot subdivision located at 92 Howland Road and submitted by Zenith Consulting Engineers, LLC, Assessors Map 012, Block 002, Lot 026. The modification is to reconfigure the drainage basin at the rear of the property so that it will be located completely off the 90 Howland Road property.

A Special Permit is requested under Section 270-6.1(a)(2) and a Variance is requested under Section 270.8.2(c). A variance/waiver for 70,000 square feet maximum lot dimension and 175’ frontage. INVITATION FOR BIDS
Bids for the construction of the Project will be received at the Wright-Pierce Online Plan Room until the time specified below at which time the bids will be publicly opened and read. A conference call will be held on Thursday, July 16, 2026, at 1:00 p.m. and bids will be publicly opened and read. Each Bid must be accompanied by a bid security consisting of a BID BOND, CASH, or, CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price. A link to the conference call will be sent to all registered plan holders prior to the bid opening. If anyone else wishes to attend, please contact Wright-Pierce to request a meeting link.
Plans and specifications will only be available electronically on or after July 1, 2026. Information and Bidding Documents for the Project can be found at the following designated website: www.wright-pierce.com/projects. Bidding documents may be downloaded from the designated website at no cost.
To be considered a responsive Bidder, the Bidder shall have obtained at least one set of Bidding Documents from the Issuing Office using the name that is to appear on the Bid Form. The designated website will be updated periodically with addenda, lists of plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. It is the Bidder’s responsibility to check the designated website for addenda.
A payment bond in an amount equal to 100% of the total amount of the contract price and a performance bond in an amount equal to 100% of the total amount of the contract price with a surety company qualified to do business in the Commonwealth of Massachusetts will be required for the faithful performance of the contract.
All bids for this project are subject to applicable public bidding laws of Massachusetts, including, but not limited to G.L. c.30, §39M.
Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Workforce Development and the weekly payroll record submittal requirements under the provisions of Massachusetts General Laws, Chapter 149, Section 26 through 27D inclusive.
Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder.
The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids.
The Town reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town.
