NOTICE OF HEARING

Please take notice that the Town of Middleborough Rent Board, (“Rent Board”) will hold a hearing on Monday, January 22, 2024 at 8:00 PM in the Select Board’s Meeting Room at the Middleborough Town Hall in Middleborough, MA. The hearing will be conducted pursuant to the authority under the Rent Board’s “Rules and Regulations For Mobile Home Park Accommodations, Rents And Evictions” and Chapter 703 of the Acts of 1985 to consider a petition filed by Diane & Paula Fay regarding the increase in rents to be paid by tenants of Oak Point Adult Mobile Home Park (the “Park”). Hearing procedures will be governed by the Informal/Fair Hearing Rules pursuant to 801 CMR 1.02. The Park Owner and the tenants shall each have the right to participate in the hearing and have the right to be represented at the hearing by an authorized representative or attorney. They, or their representative/attorneys, shall have the right to prepare and present relevant evidence and argument at the hearing. Petition filed by the Tenant, is on file with the Rent Board at the office of the Select Board in the Town Hall, 10 Nickerson Ave. This material is available for review by the general public Monday through Friday from 8 a.m. to 4 p.m.

NOTICE OF PUBLIC HEARING

Pursuant to M.G.L. Ch 131, the Wetlands Protection Act, the Lakeville Conservation Commission will hold a public hearing on January 23, 2024 at 7pm at the Lakeville Police Station, 323 Bedford Street, on a Notice of intent. The applicant Francis Madden is proposing a preexisting dock to the back of his property that will extend into Long Pond for seasonal use.
The project is located at 9 Cottage Lane and is also identified as Assessor’s Map 050, Block 003, Plot 009.


MIDDLEBOROUGH GAS AND ELECTRIC
LEGAL NOTICE

Pursuant to G.L. c. 149A, the Middleborough Gas and Electric Department (MGED) is soliciting Statements of Qualifications (SOQ) from Construction Management at-Risk (CM at-Risk) firms for the construction of a new 12,500 s.f. Customer Service Center and Electric Operations Building. The project involves the renovation of the existing building located at 37 Wareham Street, Middleborough, MA and the construction of two building additions. In sum, MGED seeks to:

convert the existing historic building to include a customer service center on the first floor with offices, meetings rooms, and a kitchen on the second floor;
construct a new single-story building to house the electric operations facilities, including the substation and grid management facilities, locker rooms, and materials stockroom and a loading dock; and
construct a two-story transition building linking the historic building with the new electric operations building with office spaces, conference rooms, and clerestory lights that will provide vertical transportation between the existing and new buildings. Site improvements include, but are not limited to, new driveways and parking lots, security fencing, and landscaping.

The estimated value of the CM at-Risk contract is $17,000,000.

The Scope of Work includes:

Preconstruction Phase: Reviewing and recommending schedule changes, reviewing design and construction documents, preparation of cost estimates and performing value engineering estimates, leading project meetings, participating in reviews, preparing scope of work and procurement assistance, and developing a tracking system;

Construction Phase: Supervising all work, monitoring and managing trade contractors and subcontractors, implementing procedures and developing and implementing a change order control system, establishing and implementing quality control and safety programs, recordkeeping, preparing various reports; scheduling, verifying completion and compliance, preparing punch lists, BIM modeling, and commissioning; and

Post-Construction Phase: Developing and implementing procedures, testing, preparing, delivering, and ensuring compliance with warranties, training, and administering close-out process, and resolution of claims and disputes.

Designer: Weston and Sampson.
Project Schedule: Preconstruction services to begin Winter 2024 with project completion scheduled for Fall 2025.

Statements of Qualifications must be submitted to MGED at 32 South Main Street, Middleborough, MA 02346 no later than 1:00 PM on Tuesday, January 30, 2024.

An optional briefing session will be held on January 16, 2024 at 11:00 A.M. at the MGED Electric Operations Building, 37 Wareham Street, Middleborough, MA. Participation in this session is strongly recommended to assist in understanding the full scope of the project.

The RFQ is the first phase of a two-phase procurement process, which will be used to prequalify CM at- Risk firms that will be invited to submit a proposal in response to a request for proposals (RFP) issued in the second phase. The Prequalification Committee will evaluate SOQ’s in accordance with the evaluation criteria set forth in the RFQ and will invite only those firms it deems qualified to submit proposals. Firms must have prior experience as a CM on at least three similar CM at-Risk projects with a GMP, must demonstrate bonding capability, and must be DCAMM certified, including certification in General Building Construction. MGED will complete the prequalification process by February 9, 2024.

Prospective respondents shall not communicate with any person or entity participating in the Prequalification Committee at any time during the RFQ process except as may be expressly permitted by the RFQ.
