Library HVAC Replacement – Owner’s Project Manager
The Town of Middleborough requests qualifications from firms or individuals to provide Owner’s Project Manager (OPM) services for the Middleborough Public Library HVAC Replacement Project. Contract work includes the oversight and management of Project engineering and construction. The individual or entity serving in this role must be engaged in the practice of providing project management services for building construction and supervision. In addition, the individual serving in this role must either: 1) be a registered architect or professional engineer with at least 5 years of experience in building construction and supervision; or 2) possess at least 7 years of experience in building construction and supervision. The Request for Qualifications (RFQ) may be obtained beginning at 8:00 AM on January 16, 2025 by contacting Emily Surette (surettee@middleboroughma.gov; 508-947-0928), between the hours of 8:00 AM - 6:00 PM on Mondays, 8:00 AM - 5:00 PM Tuesdays - Thursdays, and 8:00 AM - 12:00 PM on Fridays (holidays excepted). Existing conditions, preliminary design options, and construction cost estimates are included in the RFQ documents. An optional pre-submission site visit and briefing session will take place at 10:00 AM on January 29, 2025 at the Project site, located at 102 North Main St., Middleborough, MA. Sealed applications will be received in the Town Manager’s Office, located at 10 Nickerson Ave., Middleborough, MA until 4:30 PM on February 13, 2025. Contract work shall begin within 30 days of award and end upon the completion of project construction, which is estimated to conclude on June 30, 2026. The awarding authority is the Board of Library Trustees. This contract has a not-to-exceed limit of $70,000 and shall be awarded based on applicant qualifications. Sec.11, the Middleborough Planning Board will hold a public hearing Tuesday, February 4, 2025 at 6:45 PM in the Select Board’s Meeting Room at the Town Hall, 10 Nickerson Ave, Middleborough, relative to an Amendment to the Residences at Pilgrim Junction 40R approval. There is an application for Plan Approval pursuant to Section 8.6 40R Smart Growth Overlay District (SGO) of the Town of Middleborough Zoning Bylaw to authorize the construction of a 2,153 square foot Taco Bell Restaurant with 20 seats and a drive thru at the former commercial site at 18 West Grove Street, Middleborough, MA 02346 owned by West Grove Holdings, LLC. The plan is dated August 29, 2024 and prepared by Greenman-Pedersen, Inc., 44 Stiles Road, Suite One, Salem, New Hampshire, NH 03079 for Desert De Oro Foods, Inc. Said land is found on Assessors Map 58I, Lot 28.

NOTICE OF HEARING
Please take notice that the Town of Middleborough Rent Board, (“Rent Board”) will hold a hearing on Monday, January 27, 2025 at 7:30 PM in the Select Board’s Meeting Room at the Middleborough Town Hall in Middleborough, MA. The hearing will be conducted pursuant to the authority under the Rent Board’s “Rules and Regulations For Mobile Home Park Accommodations, Rents And Evictions” and Chapter 703 of the Acts of 1985 to consider a petition filed by Attorney Amy K. Lagarde on behalf of Hillcrest Mobile Home Tenants Association, Inc. for an increase in rents to be paid by tenants of Hillcrest Mobile Home Park (the “Park”). Hearing procedures will be governed by the Informal/Fair Hearing Rules pursuant to 801 CMR 1.02. The Park Owner and the tenants shall each have the right to participate in the hearing and have the right to be represented at the hearing by an authorized representative or attorney. They, or their representative/attorneys, shall have the right to prepare and present relevant evidence and argument at the hearing.
Information relating to expenses incurred, by the Park owner, for the past year, is contained in the large volume of information on file with the Rent Board at the office of the Select Board in the Town Hall, 10 Nickerson Ave. This material is available for review by the general public Monday through Thursday from 8 a.m. to 5 p.m. Friday 8 a.m. to 12 noon.
