INVITATION FOR BIDS
Wareham Street Water Main Replacement

Sealed bids for furnishing the following items will be received at the Office of the Department of Public Works, 65 Sachem Street Middleboro, MA 02346 until the time specified below at which time the bids will be publicly opened and read.

Plans & Specs will only be available electronically on or after December 13, 2023. Email requests for bid documents to WarehamStreet-2023-Bids@BETA-inc.com. There is no charge for bid documents. Provide company name, contact person, phone number and address in email request. Addendum will be sent to email provide for Contract Documents request.

Bids will be opened at the Middleboro Department of Public Works facility located at 65 Sachem Street, Middleboro, MA 02346 on January 11, 2024, at 2:00 p.m. Each Bid must be accompanied by a bid security consisting of a BID BOND, CASH, or, CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price.

A non-mandatory Pre-Bid Conference will be held on December 20, 2023 at 10:00 AM at 48 Wareham Street.

A performance bond in an amount equal to 100 percent of the total amount of the contract price with a surety company qualified to do business in the Commonwealth of Massachusetts will be required for the faithful performance of the contract, as well as a labor and materials bond in an amount equal to 100 percent of the total contract price.

All bids for this project are subject to applicable public bidding laws of Massachusetts, including, but not limited to G.L. c.30, §39M.

Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Workforce Development and the weekly payroll record submittal requirements under the provisions of Massachusetts General Laws, Chapter 149, Section 26 through 27D inclusive.

Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder.

The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids.

The Town reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town.

PUBLIC NOTICE
OF ENVIRONMENTAL REVIEW

PROJECT: Oasis at Middleborough
LOCATION: 162 East Grove Street, Middleborough
PROPONENT: Picerne Middleborough LLC

The undersigned is submitting an Environmental Notification Form (“ENF”) to the Secretary of Energy & Environmental Affairs on or before December 7, 2023

This will initiate review of the above project pursuant to the Massachusetts Environmental Policy Act (“MEPA,” M.G.L. c. 30, ss. 61-62L). Electronic copies of the ENF are also being sent to the Conservation Commission and Planning Board of Middleborough.

The Secretary of Energy & Environmental Affairs will publish notice of the ENF in the Environmental Monitor, receive public comments on the project, and then decide if an Environmental Impact Report is required. A site visit and/or remote consultation session on the project may also be scheduled. All persons wishing to comment on the project, or to be notified of a site visit and/or remote consultation session, should email MEPA@mass.gov or the MEPA analyst listed in the Environmental Monitor. Requests for language translation or other accommodations should be directed to the same email address. The LAKEVILLE ZONING BOARD OF APPEALS, acting in accordance with MASS GENERAL LAWS CHAPTER 40A, as amended, will conduct a public hearing on Thursday, December 21, 2023, at 7:00 P.M. in the LAKEVILLE PUBLIC LIBRARY, 4 PRECINCT STREET, upon the petition of Sepersky Family Investment Trust, Robert & Kyle Marie Sepersky Trustees. A Variance is requested under 5.1 and 8.2.2 to construct a 996 square foot mudroom and two-car garage, within the side setback on a pre-existing, non-conforming lot, as provided by the Lakeville By-Laws. The garage will include a bedroom and bathroom. The property site is 311 Pond Lane.

The LAKEVILLE ZONING BOARD OF APPEALS, acting in accordance with MASS GENERAL LAWS CHAPTER 40A, as amended, will conduct a public hearing on Thursday, December 21, 2023, at 7:00 P.M. in the LAKEVILLE PUBLIC LIBRARY, 4 PRECINCT STREET, upon the petition of the Town of Lakeville. A Special Permit is requested under 6.3.2 and 7.4.6 to place a 20’ x 28’ accessory structure (pavilion), within the side setback as provided by the Lakeville By-Laws. The property site is 2 Precinct Street and 28 Precinct Street.
