A preview of Lakeville Special Town Meeting

LAKEVILLE — Town Meeting will be asked to vote on 10 items on Monday, Nov. 13.

The Select Board voted to approve the Special Town Meeting warrant on Tuesday, Oct.10. Some of the issues include fines for false fire alarms, zoning changes for electronic signs, and a new boat motor for the Lakeville police department.

Voters will be asked to vote on appropriating $19,000 for a new boat motor for the police department. The new motor has been needed since the department started using its boat for its dive team, Lakeville Police Chief Matthew Perkins said.

"We've discovered that the boat is underpowered when we use it for dive operations,” Perkins explained. “When we put extra people on the boat with all the tanks and dive equipment, it can't even get out of the water.”

If approved, the old boat motor will go to the Lakeville Fire Department for use on the fire department boat, Perkins said.

The creation of fines for false fire alarms applicable to multifamily residential, commercial and industrial properties will also be up for vote. Lakeville Fire Chief Michael O’Brien said that false fire alarms can result in increased overtime costs for the department because they must respond to all fire alarms.

If approved at the Special Town Meeting, properties that have more than three false alarms within six months will be subject to a fine. The article also creates new rules about how fire alarm systems can communicate with the fire department, such as requiring the notification of the fire department before conducting certain types of equipment tests.

Changing the date for Town Meeting from May to June will also be up for vote.

Finally, electronic signs are on the ballot. The proposed articles 9 and 10 create new rules for electronic signs. Article 9 requires anyone wishing to display an electronic sign to obtain a special permit from the Zoning Board of Appeals.

Article 10 says that electronic signs cannot be “detrimental to the character of the neighborhood” in which they are placed. The article also requires signs to only be placed in properties that are not located immediately next to residential properties, although there is a carve out for electronic signs for certain healthcare, municipal, or public safety related buildings.

Lakeville voters can vote on all ten articles at the special town meeting on Monday, Nov. 13 at the Apponequet Regional High School auditorium.
